One thing that has bothered me this season is that since Kavanaugh has been exposed as corrupt there have been very few consequences.
Surely kavanaugh's arrest would have a massive impact on the now-publicised story of Lem's corruption and death? If Kavanaugh planted evidence implicating Vic in Lem's death, and coerced Emolia's sotry, then whose to say that he didn't plant the heroin in Lem's car and coerce Emolia to say that she saw Lem took it?
Kavanaugh's exposure also makes it look like Vic was the innocent victim of a witch hunt. Surely he would push this idea in order to try and save his job?

After the Kavanaugh shit went down I remember saying to myself "This is Vic's ticket out of the forced retirement. All he has to do is threaten the department with lawsuits, bad press, etc and they'll let him keep his job." It didnt play out that way though... maybe Vic will find a way to use it in future episodes.

Yeah, but if it ever got out that the IAD lieutenant who was working the case confessed to planting evidence and framing Mackey, it could be very damaging to the department and to the Chief personally. Vic could use this as leverage to try and save his job.

I never really understood why Lem didn't just cop to holding the Heroin for a short while to pressure an informant in a case they were working on, which is exactly what they were doing.
I guess it's just another Shield way of pointing out that not telling the truth is a hell of a lot of trouble. (see Shane & Army's failure to act on Angie's shooting as another example)

I never really understood why Lem didn't just cop to holding the Heroin for a short while to pressure an informant in a case they were working on, which is exactly what they were doing. it wasn't a case they were working on though. lem was pressuring that kid with the heroin because he was trying to find angie's body for shane. definitely nothing legal about that at all. although, now that i think about it, with lem getting caught, it was all after the fact that shane and army admitted to everything. but still, it makes the case that lem was still doing something dirty even if it's honorable, and that wouldn't let him skate.

my shield buddy has a theory that Kavanah is in the wings working undercover to catch Vic doing something dirty that he planted the stuff and confessed as part of a underlying plan to catch Vic and that is why they haven't made a public announcement of his wrong doings.what does everyone think?

I don't think Vic will use this except maybe in a very general manner in pleading his case. As far as no follow up to the Kav departure, not a lot of places to go with it that could fit into the mix with all that is going on and needs to be resolved. Just MHO.

Vic wouldn't attempt to make a public thing out of Kav's arrest because all that would do is make him more exposed and subject himself to extra scrutiny. He has too many skeletons.
