My guess is that Kavanaugh outright accuses Vic of killing Lem (or more likely having him killed since Vic was probably being tailed at the time of death) and tells him that he's coming after him.
Thats what seems most likely to me after what kavanaugh said to Vic at the scene of Lem's murder ("Are you happy now, Detective Mackey?").

yeah ur probably right thats awesome, i like forest whitaker, hes a great actor, but i hope kavanaugh gets his

i think after accusations of some sort to vic about killin lem from kavanaugh, vic gets dirty and tries to find a way to get rid of kavanaugh. vics way of course.

I think that k does accuse Vic of killing lem but remember Shane was the only one that night without a tail and Kavanah knows that I wonder if he tells Vic that to get Vic thinking. I love the trailer when vic says to Kavanah "you think I am a cop killer, Well maybe I am Your a cop right?!! What do you think that means to see Kavanahs face when Vic is saying that is precious cause I wonder what he is thinking!! I agree that Forrest has acted well so well that I hate him!! or at least his character

Didn't Aceveda try to get Kav to go after Shane (instead of Lem) because he was weaker (correctly, IMHO), but Kav never did. I suppose Kav is fixated on Vic.

David pointed out to Dutch that Shane was the weaker link. But his "big fish" has always been Vic. If Kav can take out Vic, regardless of what Shane did, David's mission would be complete. IMO, that's why David hasn't told Kav to crack Shane first, then go after Vic. With Mara in the picture, Shane would flip to save his family.

If someone else goes down with him, fine. If Vic is the only one, mission still accomplished. His determination is also part of his downfall.
