The general consensus of this board (from what I can see) is that Vic was wrong to shoot Terry, but it's forgivable for us. I think. Eh.
I can't help but feel the characterization of Terry helped people get to this mindset. When we see Terry in the pilot, he's a greedy snitch. Plain and simple. That might not sit well with people.
But what if it was different? What if Terry was truly sacrificing everything just to bring Vic to justice (improbable as it may be), and didn't want that much in return? Would we be thinking differently of Vic's decision?

yeah, i think if Terry had more back story (even if he did still get "greedy" asking for all that swag from Justice) then many would see it differently. But Terry's "greed" is important for the story. The entire series is about bad actions and the consequences. For Terry, who is only on screen for one episode before getting killed, his action that led to his consequence was his greed - had he not been greedy, then upper-level Feds would not have needed to be included in the snitch plan.
My take, as someone who's had friends and family who are/were cops (including state- and federal-level law enforcement), Terry was not necessarily being "greedy" when he asked for the Fed swag. He knew that by going after another cop, his local law enforcement career was over. He HAD to work for the Feds after that. And it's not greedy to not want to throw away everything you've done in you career up to that point just to start over again as an entry-level Fed. Was it greedy to ask for the car and whatnot? Sure, a bit greedy, but I don't necessarily think that was why the lower-level Fed had to ask his higher-ups for approval. It was more the "name your post" part of Terry's request that necessitated the call to higher-ups, which ultimately trickled back down to Gilroy, who fed it to Vic.
Sure, it can still be argued that Terry was "greedy". But I tend to see that he was simply trying to hold on to what he'd earned. And in many ways, this is what Vic does - tries to hold on to what he's got.
Difference is - Terry didn't kill nobody.
